The Association is dedicated to building public security in South Eastern Europe, through its co-operative police services, together with the citizens and its partner organizations

SEPCA promotes police transformation with the view to enhance effective and democratic police services in member countries in the region of Southeast Europe, for the benefits of the whole population. SEPCA hence contributes to the regional security environment. SEPCA aims to be the organisation steering police cooperation. With a flexible permanent secretariat and various sub-boards, it focuses on the strategic level. SEPCA favours partnerships to reduce duplications and increase synergies: between public security institutions (border-police-prosecution) and with other international organisations and is the partner of the EU for strategic police cooperation.

The purpose of the Association is to cooperatively enhance the quality of policing services in member countries in accordance with democratic principles and in the spirit of continuous improvement.

The Mission of the Association is to be the principal regional organization for promoting and facilitating:

• the continued development and integration of democratic policing principles in the Region,
• collaboration and cooperation in the development and implementation of policing strategies, systems and procedures in the Region,
• the professional development of police in the Region,
• measures to prevent and combat crime and to develop partnerships between police and the community, and
• the implementation of community policing concepts, practices and strategies.
